A week and a half ago I got the iPhone 4. While talking on the phone using a bluetooth or directly into the phone, there is quite a bit of static. I don't know if my phone is defective or if this is just part of the iPhone experience.
How is the phone sound quality for you?

Sound is perfect on mine - could be an AT&T problem or iPhone problem, try doing a reset and trying phone with and without speakerphone then try bluetooth again if all 3 of them the same 'static' then make an appointment at the Apple Store...-----
There should be no static on the phone at all. With cheaper bluetooth's there might be static.
