Apple iPhone - Foreign languages

Is possible to change language to say Dutch with AZERTY soft keyboard for an unlocked iPhone 4 which has been bought in USA?

On any iPhone -

Settings > General > Keyboard > International Keyboards > Add New Keyboard...

Scroll down and tap Dutch, Dutch will be added under English (on a US iPhone) then tap Dutch and you can change Qwerty ot AZERTY or QWERTZ then if you like you can go back and remove English so Dutch is your only language.

Otherwise, when using the keyboard in any App there will be a globe signal next to .?123 that you tap to cycle through keyboards (in this case English and Dutch).

You can choose a number of keyboard localisations in Settings > General > International > Keyboards > Add New Keyboard. You can then switch between them by tapping the globe that appears left of the space bar in the virtual keyboard.
