Can't cut and paste

Apple iPhone- Can't cut and paste

I can no longer cut and paste out of my email. The only thing I changed was I turned off all the "spotlight"settings. I went back and turned them all back on but still can't cut and paste by touching the screen. Any ideas how I can get this back?

The first thing i would try is re-booting the iPhone ( and pressed and held until the Apple shows, about 10-12 seconds).
